(a) No person shall discharge or deposit any snow by truck, plow, blower or by any other means, onto the roadway, except for accumulations which are necessary residuals of street or roadway cleaning operations by public authority.
(b) No person removing snow from any driveway or sidewalk within this City shall deposit the same on the pavement or sidewalk of any public street or on any treelawn in any public street, except upon the treelawn or property of the premises from which the snow was removed.
