Any rental agreement which includes a provision for the payment of a security deposit by the tenant to the landlord is deemed to contain a covenant by the landlord to return to the tenant within thirty days of the termination of the rental agreement, the amount of the security deposit less any amount reasonably due as follows:
(a) The security deposit may be applied to the payment of accrued rent.
(b) The security deposit may be applied to extraordinary deterioration of the premises other than normal wear of the property, its components and/or appliances. Damages of deterioration shall not include the normal cleaning and sanitary measures which are required for a change of occupancy.
