No person acting either for himself or as agent, employee, independent contractor or servant of any other person shall commence to drill, drill or operate any oil or gas well within the City or work upon or assist in any way in the prosecution or operation of such well without a license for the drilling and operation of such well having first been issued in accordance with the provisions of this chapter.
