729.11 ISSUANCE OR REFUSAL OF PERMIT.
   (a)    If, after an application or supplemental application is filed pursuant to this chapter, it is found by the Mayor to comply in all respects with the provisions of this chapter, and the drilling and operation or deepening and operation of a well is not prohibited by the provisions of this chapter, then the Mayor shall issue a license for the drilling and operation or deepening and operation of the well applied for. The granting and issuance of a license for a well on a drilling unit, as provided in this chapter, shall automatically operate as a rejection and denial of all other pending applications for a well to be completed upon the drilling unit involved, or any portion thereof.
   (b)    In the event the Mayor should deny the applicant a license to drill or deepen a well, an appeal to Council may be made by such applicant by filing written notice of appeal with Council. Such appeal shall be heard by Council within thirty days after the filing date.
   (c)    Each license issued under this chapter shall:
      (1)    By reference have incorporated therein all provisions of this chapter with the same force and effect as if this chapter were copied verbatim in such license;
      (2)    Specify definitely the location of the well and the number of the drilling unit in which the well is to be located;
      (3)    Specify that drilling shall begin within ninety days from the date of the license or such license shall be forfeited, provided that such forfeiture shall not affect the right of the applicant to apply for another license; and
      (4)    Specify that such license shall remain in full force and effect until such well is abandoned.
   (d)    Such license shall not be issued until the provisions of Sections 729.12 and 729.13 are complied with. Such license, in duplicate originals, shall be signed by the licensee. One original of the license, duly executed, shall be delivered to the licensee and one original of the license, duly executed, shall be retained and filed by the Mayor, and when so filed, shall constitute the licensee's drilling and operating license and the contractual obligation of the licensee to comply with the terms of such license, of the bond provided for in Section 729.12 and of this chapter.
