703.08 COMPLIANCE WITH OPERATING REGULATIONS REQUIRED. 
   In addition to the other requirements set forth in this chapter, the applicant shall furnish suitable evidence of his intention and ability to comply with the following conditions:
   (a)    The operator and sponsor of the exhibition shall each be wholly responsible for maintaining order and for keeping the site clean and free of trash, papers and other debris. Trash containers, adequate in number, shall be placed in convenient locations for the use of the public.
   (b)    No ride shall be placed in operation for public use until adequate safeguards have been placed to protect both operators and the general public from inadvertently coming into contact with moving parts, belts, motor gears, electrical switches and other possible or potential hazards.
   (c)    Any vehicles, trailers or vans used for the housing of animals, materials, wares, merchandise or other belongings of the exhibitor shall be parked in such a location as to prohibit the conspicuous placement of such vehicle, van or trailer overnight and, when not in use for the particular exhibition, and in compliance with other provisions of these Codified Ordinances.
   (d)    The license required in Section 703.02 to be issued for each exhibitor shall be prominently displayed on the outside of each vehicle, van, booth or trailer after such license has been issued by the City.
