(a) It is the purpose of this section to provide minimum standards for safety to life, limb and property, for the general public, welfare and for safe practices in the use of explosives for blasting purposes in the construction industry and related operations including drilling and preparation for blasting.
(b) The section shall apply to every construction project, including demolition, maintenance and repair work, where explosives are used for blasting purposes and compliance with the requirements herein contained shall be necessary on all such projects.
(c) No person shall blast or carry on any blasting operations within the City, without first having obtained a permit from the Director of Public Safety. The applicant for such permit shall file with the Director of Public Safety a bond deemed adequate in each case by the Director and approved by the Director of Law, which bond shall become available in the payment of any damages arising from the neglect of the contractor, his agent or employees.
(d) The Director of Public Safety shall make such rules and regulations, to have the force and effect of law, which may be required to facilitate the administration and enforcement of the provisions of this section to provide safety to life and limb of persons and the preservation of property. The rules and regulations formulated by the Director of Public Safety shall be published and a copy filed with the Clerk of Council and the same are hereby adopted and incorporated as fully as if set out at length herein, and from the date this section shall take effect, the provisions thereof shall be controlling within the limits of the City.

(e) Whoever violates this section is guilty of a misdemeanor of the third degree.
