(a) No person, without lawful authority, shall place or cause to be placed any building material, vehicle or obstruction of any kind within seven feet of any fire hydrant. No person shall, except in case of fire or unless duly authorized to do so by proper public authority, open, tamper with or use water from any fire hydrant.

(b) No person shall damage or destroy any fire hydrant or part thereof, located within the City.

(c) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
