Upon the filing of an application for a permit to operate a public dance hall, the Board of Supervisors shall, at an advertised public hearing, hear statements and receive evidence as to the suitability and adequacy of the facilities, and the fitness and financial responsibility of the persons who will own, conduct, or manage the same. After review of the application, the Board of Supervisors shall by motion approve, approve with conditions, or deny a permit, provided however, that no such permit shall be denied unless the specific reason or reasons for the denial are included in the motion to deny and such motion shall carry by a majority of the Supervisors voting.
