All lands existing within the county are situated within a base zoning district and are shown on the Official Zoning Map and as listed above, and as described within this subchapter, and shall be subject to applicable provisions of that district. In addition, certain lands may be situated within the Historic Overlay District listed above and as described within this subchapter, and shall also be subject to applicable provisions of the Overlay District. Where a certain property may be so situated that it lies within both a base zoning district and the Overlay Zoning District, the regulations and standards of both the base and Overlay Zoning District shall be applicable to the development and use of such property. Where specific regulations or standards regarding a property so situated may conflict, the more restrictive regulation or standard shall be applicable.
