The purpose of this subchapter is to regulate and govern the establishment and operation of manufactured homes and manufactured home parks and to promote the public health, comfort, safety, and general welfare of the citizens of the county by: providing for the locations and operation of individual manufactured homes and manufactured home parks; establishing minimum standards for conditions and facilities thereof; fixing the responsibilities and duties of owners and operators thereof; and fixing penalties for violations.
