On and after July 1, 2002, a processing fee of $25 is hereby assessed and imposed upon any individual admitted to a county, city, or regional jail following conviction within the county of a crime, misdemeanor, or violation of a local ordinance of the county or any town located within the county. Said fees shall be assessed by the Clerk of the Court in which the conviction occurred, with the other cost of the court proceedings and deposited with the Treasurer of the county. The Treasurer shall hold the funds subject to appropriation by the County Board of Supervisors for use by the Sheriff of the county to defray the cost of processing the convicted arrested persons into the local or regional jail.
