From and after the effective date of this chapter, any owner, developer, agent, or proprietor of any tract of land located within the territory to which these regulations shall apply, who subdivides such land into lots, blocks, streets, alleys, public ways, or public grounds shall prepare a preliminary plat of such subdivision for preliminary, tentative, or conditional approval in accordance with the regulations set forth herein and shall prepare a final plat to be recorded in the office of the Clerk of the Circuit Court of the county.
