§ 30.21  EFFECTIVE DATE.
   This subchapter shall be in full force and effect upon its adoption and enactment by the Board of Supervisors of Richmond County, Virginia and pre-clearance under Section 5 of the Voting Rights Act of 1965, 52 U.S.C. § 10304, by the United States Department of Justice or on April 25, 2011, whichever date comes last.
