(A) Site plans shall be classified as preliminary site plans and final site plans.
(B) Prior to filing a preliminary site plan, the applicant may schedule a pre-application conference with the Land Use Administrator.
(C) Schematic plans and/or sketch plans may be submitted prior to or on the conference date.
(D) Such action does not require the filing of a site plan and is not to be constructed as an application for approval in computing time limitations in relation thereto.
(E) Providing all information required by this chapter for both classes of plans is included and the procedure for processing site plans is followed, preliminary and final site plans may be combined and treated as a final site plan in the following instances:
(1) When a preliminary site plan has been approved and no change in any part of the project is desired or requested;
(2) When the project does not cover more than two acres of land, subject to the approval of the Land Use Administrator; or
(3) When the project is a single-family dwelling or accessory structure associated with a single-family dwelling.
