The Registrar of the County shall notify by mail no later than 15 days, or such other time as is required by law, or regulation of the State Board of Elections, prior to the next general, special or primary election, which is scheduled to occur after the effective date of this subchapter, all registered voters whose precinct and/or polling place has been changed by the provisions of this subchapter.
