(A) Final decisions of the Administrator under this chapter shall be subject to review by the Board of Supervisors provided an appeal is filed within 30 days from the date of any written decision of the Administrator which adversely affects the rights, duties, or privileges of the persons engaging in or proposing to engage in land-disturbing activities.
(B) Final decisions of the Board of Supervisors under this chapter shall be subject to review by the Circuit Court of the county provided an appeal is filed within 30 days from the date of the final written decision which adversely affects the rights, duties, or privileges of the persons engaging in or proposing to engage in land-disturbing activities.
