(A) This chapter shall be known as the “Erosion and Sediment Control Ordinance of Richmond County” and may be referred to herein as “this chapter” or “chapter”. The purpose of this chapter is to prevent degradation of properties, stream channels, waters, and other natural resources of the county by establishing requirements for the control of soil erosion, sediment deposition, and nonagricultural runoff and by establishing procedures whereby these requirements shall be administered and enforced.
(B) This chapter is authorized by the VA Code Title 10, Chapter 5, Article 4, §§ 10.1-560 et seq., known as the “Erosion and Sediment Control Law”. This chapter provides for a comprehensive statewide program, with standards and guidelines to control soil erosion and sedimentation, which is to be implemented on the local level.
