The grantee shall provide the city, in the form and manner required by the appropriate court or judicial body, at least 30 days advance written notice, if at all possible, of the foreclosure or other judicial sale of all or a substantial part of the grantee’s facilities within the city, or upon the termination of any lease covering all or a substantial part of its facilities, and such notification shall be treated as a notification that a transfer or assignment of the franchise has taken place.
