It shall be the duty of each operator of a trailer parking lot in the city and the duty of the owner of any lot in the city upon which mobile homes are permitted to park to collect the amount specified in § 153.03 in advance per month from the occupants of every mobile home parked on his said premises under the conditions above set out and to pay all of said sums so collected to the Director of Finance, and in making said collections for the city said trailer park operator and said lot owner shall be protected under the police power of the city and entitled to the facilities of the Police Department. Any trailer park operator and any lot owner leasing space to a mobile home who fails or refuses to cooperate fully with the city in accordance with the provisions of this section.
