The occupant or owner of every mobile home parked and occupied as a residence at any place in the city for a period in excess of two weeks shall thereafter be required to pay to the city in advance, the sum of $2 per month as a donation by each said payer toward the cost of operating the city government for each and every month thereafter said mobile home remains parked in this city.
