(A) If the land proposed for annexation is not within the service territory of the Richmond Water, Gas and Sewerage Works for both water and sewer service, no final ordinance of annexation pertaining to it shall be placed on the agenda of any meeting of the Board of Commissioners.
(B) If the requirements of division (A) above have been met, the Board of Commissioners shall take action on the ordinance to annex and zone the land proposed for annexation following that body's receipt of the pertinent minutes of the Planning and Zoning Commission.
(C) The final annexation ordinance shall include instructions to the Director of Planning and Zoning for amending the city's Official Zoning Map for the City of Richmond in conformity with the annexation ordinance.
(D) If the final annexation ordinance shall be adopted on second reading, the Director of Planning and Zoning shall within 60 days of adoption record in the office of the Madison County Court Clerk, the office of the Kentucky Secretary of State, and the office of the Department of Local Government:
(1) The certified survey plat of the annexed land;
(2) A metes and bounds description; and
(3) A certified copy of the final ordinance of annexation, and shall further provide to the office of the Madison County Court Clerk a list of the names and addresses of those property owners and/or registered voters who reside in such area.
