§ 151.03 ORDINANCE STATING INTENT TO ANNEX; REFERRAL TO PLANNING AND ZONING COMMISSION.
   (A)   Upon passage of the ordinance stating the city's affirmative intention to annex the property proposed for annexation, the proposed annexation shall be referred to the Planning and Zoning Commission for that body's determination of the appropriate zoning classification or classifications to be assigned to the property proposed for annexation.
   (B)   The Planning and Zoning Commission shall place the proposed annexation on its agenda for its next regularly-scheduled workshop meeting and shall at its next regularly scheduled formal meeting conduct a public hearing as to such zoning determination. Notice stating the purpose, date, time, and location of the public hearing shall be:
      (1)   Published in the local media not less than seven days nor more than 21 days prior to the hearing; and
      (2)   Given by first class mail to the owners of all properties within and adjacent to the annexed land as those owners are identified by the landowner in the attachment to the landowner's written request for annexation.
   (C)   Following such public hearing and the formal approval of the official minutes of the meeting of the Planning and Zoning Commission which included the public hearing, the recommendation, as set forth in such minutes, of the Planning and Zoning Commission as to the appropriate zoning shall be forwarded to the Board of Commissioners.
