(A) No owner or lessee or any new or unoccupied residential property shall permit occupancy of the property until a certificate of occupancy has been issued by the Director of Codes of the city.
(B) The Richmond Utilities Company shall not provide services to any residence within the city until a certificate of occupancy for the residence has been provided by the Director of Codes of the city.
(C) The Director of Codes shall notify the Richmond Utility Company when he notices the owner/lessee. The owner/lessee shall notify the Director of Codes when occupancy is anticipated.
