§ 150.091 PROHIBITIONS.
   (A)   No person shall commence construction, alteration or repair of any electrical wiring within the city without having obtained a permit from the city and having the premises inspected by the Electrical Inspector.
   (B)   No electrician shall perform any electrical work within the city without first having acquired a city business license.
   (C)   No electrical contractor shall perform any electrical work or electrical contracting within the city without first having acquired a state license as an electrician and a contractor for electrical installations.
   (D)   Exemptions:
      (1)   Homeowners performing their own wiring in their own residences are exempt from the provisions of division (C) of this section.
      (2)   Installations under the exclusive control of electric utilities for the purpose of communication, metering, or for the generation, control, transformation, transmission and distribution of electric energy located in buildings used exclusively by utilities for such purposes or located outdoors on property owned or leased by the utility or on public highways, streets or roads, or outdoors by establishing rights on private property, are exempt from divisions (A) through (C) of this section.
      (3)   Any resident, firm or corporation whose day to day business operations includes the movement, rearrangement, alteration on on-site engineering staff of an electrical engineer or a mechanical engineer or an equivalently experienced person as determined by the Electrical Inspector and so certified by the Board of Electrical Examiners is exempt from the divisions (A) through (C) of this section. This exemption applies only to electrical work performed by employees of the firm or corporation and as long as the firm or corporation makes a semi-annual calendar report to the Electrical Inspector of all on-site, in house electrical work performed during that year. This exemption is granted by the Electrical Examining Board on proper written application by the firm or corporation.
