(A) It is hereby declared unlawful and illegal to transport chemical weapons and/or their agents within the city limits of the city upon any street, road, highway, rail or other passageway in the city.
(B) The transport of chemical weapons and/or their agents does pose a real and present danger to the safety, security and well being of the citizens of Richmond and will not be allowed by any agency or organization, either private or public, within the city limits of Richmond.
(C) The chemical weapons and/or their agents hereby prohibited from transport are:
(1) VX;
(2) GB/Sarin;
(3) Mustard agent; or
(4) Any other nerve agent or agents used in weapons.
(D) Any transport device company found guilty of violating this section shall be fined not less than $2,500 nor more than $5,000 for violation of this section, upon conviction in any count of competent jurisdiction.
(E) Any transport device found in violation of this section shall be forced to return to the point of origin (such as their storage area) and be impounded at that location.
