§ 130.07 TURNING FIRE HYDRANTS ON AND OFF.
   It shall be unlawful for any person to turn on or off, injure or in any manner use any fire hydrant in the city. This section, however, shall not apply to members of the Fire Department operating hydrants in case of fires, or to the Street Commissioner, or health officer, making a legal and proper use of a hydrant in the course of their official duties or to persons acting under their direction, provided that before the Street Commissioner or health officer so operate any hydrant they first notify the Richmond Water and Gas Company of the time and location of the hydrant they expect to use.
