§ 128.03 RECORDS; DAILY REPORTS TO POLICE DEPARTMENT.
   (A)   All jewelry stores, dealers in precious metals, junk dealers, scrap metal dealers, second hand dealers, and second hand stores, as those terms are defined herein, shall keep a record of their transactions involving the purchase of automobile parts, trailers, or other used motor vehicle parts, electronic communication devices, textbooks, cameras, electronic games or gaming devices, DVD’s, gift cards, watches, coins, knives, jewels, jewelry, precious metals (in whatever form), scrap metal, power tools, televisions, computers and computer equipment, music devices, stereos, and musical instruments. No such purchase shall be made unless the seller shall present his or her driver’s license or other government identification card. Such records shall contain the following information:
      (1)   The name, address, date of birth, telephone number, type of identification card presented, and identification card number;
      (2)   Date and time of purchase/exchange of the item;
      (3)   A detailed description of the article or articles purchased, including any manufacturer’s name, identification numbers, serial number, model number, any identifying marks, and a description sufficiently detailed to distinguish the specific article from other articles of a like kind;
      (4)   The signature of the licensee and the seller, both executed at the time of the purchase;
      (5)   A photocopy,or clear copy produced by a computer scanner, of the seller’s driver’s license, state identification card, or other government identification card;
      (6)   A digital photograph of the seller’s face; and
      (7)   Except as to textbooks as hereinabove defined, a digital photograph of the article or articles purchased by the licensee;
   (B)   These records shall be retained for a minimum of one year from the date of the transaction and shall be available for inspection by any law enforcement officer in the discharge of his or her official duties at all times during the business hours of the licensee. Except as to textbooks as hereinabove defined, all licensees shall further make a daily report, on or before 11:00 a.m. as to each transaction which took place during the 24 hour period ending at 10:00 a.m. that day, with LeadsOnline, or such other data base as may from time to time be designated by the Richmond Police Department, of every transaction subject to this record-keeping requirement, such report to contain the information set forth in divisions (A) (1), (2), and (3) of this section.
