Any application filed hereunder shall be accompanied by a deposit with the city in the amount of $5,000. The city may use all or any part of such deposit in retaining the consulting services of a third party in evaluating the application and making recommendations to the Commission concerning it. Any portion of such deposit not used for the said purposes shall be returned to the applicant at the time of the issuance of the decision of the Commission.
