The Commission may permit the siting of an antenna tower for cellular telecommunications services or personal communications services in any zoning district; provided, however, that any siting shall be in conformity with the city's Comprehensive Plan and that the construction of same shall have been approved by the Kentucky Public Service Commission as evidence by the granting of a Certificate of Public Convenience and Necessity. Co-location of service facilities shall be preferred over the construction of a new tower.
