§ 119.01 PERSONS NOT TO APPROACH VEHICLES IN TRAFFIC.
   No person, except in an emergency situation, shall approach any motor vehicle, whether moving or stopped, in the traveled portion of any street, roadway, or highway within the city. This prohibition shall not apply to law enforcement personnel or emergency first responders in the performance of their duty or to any motor vehicle in the lawful parking areas of streets, roadways, and highways. Any person violating this provision shall be guilty of a violation punishable by a fine not to exceed the sum of $100.
