The licensed traffic in alcoholic liquors shall be permitted only within the boundaries of the city precincts as have by vote determined to permit the licensed traffic in alcoholic beverages, at such locations within such areas and precincts as are permissible in accordance with the city’s zoning codes, and not elsewhere.
