Any person engaged in the operation of a junkyard within the corporate limits of the city, pursuant to license duly issued by said city, shall completely surround his said junkyard with a solid board fence not less than six feet in height and shall store and keep all junked vehicles and all other junk and unsightly objects owned by him or under his control wholly within the lot enclosed by said fence and out of the view of persons passing along the street or streets upon which said junkyard lot abuts.
