It is hereby declared to be unlawful and a nuisance for any person operating a rock quarry or making any blast within the city to throw or cause to be thrown any rock or stone from said quarry or blast upon any lot, private property or ground, other than the lot or ground upon which said rock quarry is situated, or to blast upon any public street or alley without the permission and consent of the Commission. Any blast made in such manner or quantity as to endanger the life of any inhabitant of the city, or other person, or any live stock, private premises or yard, public street or alley shall be unlawful.
