When property where methamphetamine has been manufactured has been identified, the city’s codes enforcement personnel shall:
(A) Except in the case of an individual room in a bed and breakfast facility or in a hotel or motel, post on the property in a conspicuous location a placard bearing the word “Condemned”;
(B) Require that the property be vacated;
(C) Serve on the owner of the property or the person responsible for the property or the management thereof a notice stating:
(1) That the property has been condemned and declared unfit for human occupancy;
(2) The reason for the condemnation and declaration;
(3) That the property shall remain condemned, unoccupied, and declared to be unfit for human occupancy until such time as abatement as hereinafter set forth has taken place; and
(4) The steps required to effect abatement as hereinafter set forth.
