The owners or occupiers of lots shall keep the sidewalks leading therefrom clean and in order, and any person who shall fail or refuse to clean the sidewalk for three working days after having been notified to do so by the Department of Codes and Planning shall be fined $3 for each day thereafter he so fails or refuses unless he has been granted an extension by the Director of the Department of Codes and Planning which shall not be unreasonably withheld.
