The owners or occupiers of lots or property in the city shall maintain their sidewalks in front of their respective lots in good repair, and any person who shall fail or refuse to repair the sidewalk, which the Department of Codes and Planning shall order to be repaired, for 30 days after having been notified to do so, shall be fined $3 every day thereafter he so fails or refuses.
