§ 96.02 STREETS TO BE KEPT CLEAN.
   It shall be unlawful for any person:
   (A)   To place wastepaper, boxes or refuse of any description on the streets or sidewalks of the city; same shall be placed in the containers approved by the city and located at convenient points in the business district for such purpose and when such containers are filled to capacity they shall not be overflowed. No such waste shall be placed on the sidewalk outside such containers.
   (B)   To sweep or wash wastepaper or other refuse from sidewalks into the streets or gutters.
   (C)   To place ashes or any type of refuse in containers which will cause the contents therein to become ignited.
   (D)   To prepare mortar or other building materials on the streets unless same is prepared in a leak-proof container.
   (E)   To place leaves, tree trimmings and other refuse from yard and garden on the streets.
   (F)   To empty slops, waste-water, grease or any other waste fluids into the gutters or catch basins.
