All of the powers previously granted to the Commission to operate parks and recreational facilities are transferred to and vested in the Board, together with such powers as are now provided by the Kentucky Revised Statutes or other provisions of this code, relating to the development and operation of recreation systems, parks and playgrounds, to be exercised by said Board subject to any and all restrictions contained in such statutes and this code and other ordinances.
