§ 95.11 COMPOSITION AND PROCEDURES OF BOARD.
   The Board shall be composed of seven members, at least two- thirds residents of the city, to be appointed by the Mayor with the approval of the City Commission, with the power to provide, develop, police, conduct and maintain parks, playgrounds and recreation centers in all areas, owned or acquired by the city for park and recreation purposes, at any place or places reasonably accessible to the inhabitants of the city, within or without the boundaries of the city, and shall be subject to all of the responsibilities imposed upon them by statute and ordinance. The Board members shall serve for terms of four years and until their successors are appointed and qualified, except that the members first appointed shall be so appointed that the term of one member shall expire annually thereafter. Vacancies shall be filled in the same manner as regular appointments and for the unexpired term or terms. Members shall serve without pay.
