The owner of any property located in the city who shall create or permit the existence of a nuisance on that property shall be assessed a fine not less than $100 nor more than $500 for each such violation. Each day that a nuisance continues unabated following notice of it to the owner from a Codes Enforcement Officer shall be considered to be a separate violation.
