This subchapter shall not create liability on the part of the administering agency or on the part of the response authority for any damages that result from reliance on this subchapter or any administrative decision lawfully made thereunder. All persons are advised to comply with the level of protection required by OSHA, necessary or desirable to ensure that there is no unauthorized release of hazardous materials.
