This subchapter is adopted by the city for the purpose of protecting public health and safety in the city, through prevention and control of hazardous materials incidents and releases, requiring the timely reporting of releases of hazardous materials to the appropriate local public safety and emergency agencies in responding to such hazardous materials releases, and providing a method for reimbursement by the responsible party for expenses incurred by the city or any other agency as a result of such releases.
