§ 72.01 BLOWING OF WHISTLE PROHIBITED; EXCEPTIONS.
   The engineer shall not blow the whistle of the locomotive in or near any street in the city, unless it be absolutely necessary to prevent danger of life, or to give signals in the running of trains.
