(A) (1) All refuse from medical, dental, related health care facilities, domiciliary facilities (such as nursing homes, personal care homes, detention facilities and other facilities of this nature) emergency response facilities and organizations, education and athletic facilities, both public and private, will be disposed of in two categories pertaining to possibly infection wastes: Category One—regulated waste and Category Two—ordinary waste.
(2) Ordinary waste is non-infectious items such as office paper, examination table paper that is not soiled, gloves without human secretion contamination, food refuse, ordinary human hygiene items not used in a medical setting and other items not covered by the definition of regulated waste.
(B) Category One refuse will be disposed through a regulated waste handling company or a facility or organization capable of properly disposing of regulated waste. This waste (regulated waste) will not be placed in city dumpsters or ordinary household residential waste cans that are picked-up and emptied by the city's sanitation workers or the city's franchise garbage hauler.
(C) Category One refuse will not be knowingly transported to a landfill, which is not licensed for regulated waste disposal.
