The compensation of the appointed members of the Richmond Utilities Board and of its employed or appointed agents, assistants and employees, and the cost of all materials and supplies of whatever nature purchased by the Board, shall be paid ratably out of the income of the public utilities controlled and operated by the Board, but only from such income as may be available for the purpose after observing and performing all of the covenants, agreements and commitments made by the city to holders of bonds which may from time to time be outstanding with respect to any of said utility systems as set forth in ordinances of the city, heretofore or hereafter adopted.
