The members of the Board shall be appointed by the Mayor, subject to the approval of the City Commissioners. The Board shall consist of the Mayor and five residents of the city who have lived in the city for at least two years before their appointment. The Mayor shall appoint, subject to the approval of the City Commissioners, a member of the City Commission to serve on the Board in an ex officio capacity. No appointed member shall be related to the Mayor or a member of the City Commission within the third degree of consanguinity or affinity under the civil law. The members of the Board shall enter upon the discharge of their duties as soon as appointed and their appointments approved by the City Commission, and they shall hold office for four years and until their successors are appointed and qualified.
