(A) (1) Promotions may be recommended by the Chief or by a promotion board.
(2) An employee covered by this plan may be promoted to whatever rank and grade the City Commission desires.
(3) A promotion cannot result in a decrease in pay.
(B) The City Commission may require the passing of a proficiency test as a prerequisite to any promotion. Any police officer demoted may be reduced in rank and pay as determined by the Commission.
