(A) Step raises. In-rank step raises are automatic upon completion of the required time period.
(B) Merit raises. It shall be possible for an employee covered by this plan to be granted a raise based on merit without having to wait the required time period. One merit raise may be granted per rank (one while a patrol officer, one while a sergeant, and the like). A merit raise shall be granted only in cases of exceptional ability. A merit raise can increase an employee's pay by only one grade.
