(A) There is hereby created the position of Director of the After School Care Program as an employee of the city working under the supervision of the After School Care Board of Directors to oversee the daily operation of the program as provided by the program's policy and procedures as mandated by this subchapter. The Director's duties are to assure the program is at all times operating in accordance with applicable local and stated regulations. The Director shall at all times assure a quality child care program that meets the objectives of this subchapter and the Board of Directors as created herein. Further duties and responsibilities of the Director shall include, but are not limited to, the following:
(1) Assume responsibilities of supervision and conduct of staff.
(2) Attend all required training and provide training for staff.
(3) Keep required student records including:
(a) Names and phone numbers of parents or persons responsible for the child;
(b) Physician's name and authorization for emergency medical care;
(c) Daily attendance and fee records.
(4) Provide for health, safety and comfort of children including fire drills, and carrying out emergency measures in case of illness, accident or fire and reporting suspected child abuse or neglect.
(5) Order all supplies and materials needed for the program including foodstuff for daily snack.
(6) Provide the Finance Director with sufficient data to pay invoices and payroll.
(7) Keep CPR and first-aid training up to date.
(8) Complete all records required by the After School Care Program Board of Directors including a written schedule of staff working hours, staff training, plan for staff development, fire and disaster drills and accident records.
(9) Identify and apply for grant monies to defray the cost of or to expand the After School Care Program.
(10) Plan and coordinate all program activities.
(B) The Director of the After School Care Program shall meet the following qualifications: Have a minimum educational requirement of a Child Care Development Associate Credential (CDA) based on national competing standards, or Associate of Arts with an emphasis in child development or Bachelor's degree in a related field from an accredited college or university or competency-based vocational training. This education requirement shall be supplemented by a minimum of two years of satisfactory full-time paid experience in working with young children in a group. Three years of full-time paid experience in a child care facility may be substituted for the required education, making a total of five years experience necessary. All experience must be verified. The Director shall be at least 21 years of age and have at least two character references from non-relatives.
(C) The Director shall be employed at an hourly wage and shall work the hours necessary to properly implement the program. The number of hours for which the Director will be immediately responsible will be identified within the program's policy and procedures manual.
