(A) The City Manager shall be responsible to the Board for the efficient, orderly and economical administrative and executive affairs of the city. He shall have the power and it shall be his duty:
(1) To see that this code and all other applicable laws are enforced.
(2) To exercise supervision and control, subject to such limitations as may be imposed by law, over all departments created by the Board.
(3) To attend all meetings of the Board. He shall be entitled to notice of all special meetings.
(4) To recommend to the Board for adoption such measures as he may deem necessary or expedient.
(5) To see that all terms and conditions imposed in favor of the city, or its inhabitants, in any public utility franchise, are faithfully kept and performed, and upon knowledge of any violation thereof, to call the same to the attention of the City Attorney and the Board.
(6) To make and execute all contracts on behalf of the city upon prior approval of the Board, except as may be otherwise provided by law.
(7) To keep the Board at all times fully advised as to the financial condition and needs of the city.
(8) To do and perform all duties prescribed by law or required of him by ordinance or resolution of the Board.
(B) The City Manager shall have full power and authority to authorize and to make all disbursements authorized by the budget, or by ordinance or resolution, or provided for by contract authorized by the Board.
